About SB9 – The California HOME Act

SB 9, officially called the California Housing Opportunity and More Efficiency (HOME) Act, is a landmark California housing law that makes it easier for homeowners to create more housing on their existing property.

Enacted in 2021, SB 9 allows qualifying property owners to:

  • Split a single-family lot into two separate parcels, and/or
  • Build up to two homes on each lot ( not counting ADUs) meaning up to four units total on what was once a single-family property.

The goal of SB 9 is to increase housing options across California by supporting “gentle density” — small-scale infill projects that blend naturally into existing neighborhoods. The law helps address the state’s housing shortage without requiring large apartment developments or major zoning changes.
