The goal of SB 1123 is to unlock more housing on underused single family land without requiring long hearings or discretionary reviews. If a project meets the eligibility standards the city must process the subdivision using a clear consistent and predictable approval pathway.

A key benefit of SB 1123 is that the ten unit limit applies only to the primary homes. Accessory Dwelling Units also called ADUs do not count toward the ten unit maximum. This means a project can include ten primary homes plus additional ADUs when allowed by local and state ADU rules.

SB 1123 focuses on gentle neighborhood scale communities. The law allows smaller parcels than most cities usually require. As long as each new parcel is at least six hundred square feet and can safely support access and utilities it qualifies under the state rules. This flexibility makes it possible to create compact clusters, cottage courts and other missing middle style homes directly within single family zoning.
