SB 684 is a California law that makes it faster and simpler to create small residential communities on land that is already zoned for multifamily housing. It applies to projects with ten or fewer primary homes on an existing urban parcel that is smaller than five acres.
The purpose of SB 684 is to remove unnecessary delays. When a project qualifies the city must use a ministerial approval process. This means no long hearings and no subjective reviews. Instead the applicant receives a clear predictable and streamlined path to approval.
One of the most important features of SB 684 is that the ten unit limit applies only to the primary homes. Accessory Dwelling Units also called ADUs do not count toward that limit. This allows a builder to plan a project that includes up to ten primary units plus additional ADUs when allowed by state and local rules.
SB 684 also includes flexible parcel size standards. A city cannot deny an eligible subdivision simply because the newly created parcels are smaller than the city’s usual minimum lot size. The new parcels only need to be at least six hundred square feet and able to support safe access and utilities. This flexibility makes it possible to design cottage courts, small clusters and other missing middle homes that fit naturally into existing neighborhoods.
