SB 79 is a California law that makes it easier to build more homes near public transit. Its purpose is to place new housing in areas where people can easily walk, ride or use public transportation which supports sustainability and access to jobs and services.

SB 79 allows higher residential density within walking distance of qualifying transit stations. In many cases this means a property that once allowed only a single home can now support multiple homes or even a small apartment building depending on the local adoption of SB 79 zoning provisions.

The law overrides certain local zoning restrictions in these transit areas so that communities can create more housing where it is most needed and most effective. This helps address the state housing shortage while encouraging walkable and transit friendly neighborhoods.

SB 79 does not change every rule automatically. Cities must adopt local SB 79 zoning maps and standards. Once they do, the approval process becomes clearer, faster and more predictable for qualifying projects.

What SB 79 Allows, Height, Density, and Transit Distance Rules

SB 79 ties allowed height and density to how close the parcel is to specific types of transit. The general building height allowances are as follows

  • Parcels immediately next to a major rail station or very high frequency transit stop Up to nine stories permitted
  • Parcels within one quarter mile of a major rail station Up to seven stories permitted
  • Parcels within one quarter to one half mile of a major rail station when located in a qualifying city Up to six stories permitted
  • Parcels immediately next to light rail bus rapid transit or frequent bus stops Up to eight stories permitted
  • Parcels within one quarter mile of light rail or frequent bus stops Up to six stories permitted
  • Parcels within one quarter to one half mile of these transit stops in qualifying cities Up to five stories permitted

These height limits reflect the goal of placing the most homes where transit service is strongest and where walkable access is easiest.
